Here
they are, the poor, the homeless, society's discards, having a little impromptu
dance on a summer afternoon.
These people are in
Peace Park on State Street. It's a small park, about one hundred feet wide and
two hundred deep. The police strictly enforce every little rule there. It's like
being in grade school. No drinking, no bikes, no dogs, no sitting on the wall,
no radios. If you think that Madison is a classless, cool, live and let live kind
of place; just hang around Peace Park for a day.
At 10:00 P.M. the police come
and throw everybody out of the park. They beat the bushes to make sure nobody
is sleeping there. The people have to find some other place to hang out and sleep,
usually on the street. Why does anybody think it's any improvement over staying
in the park?
