I think this man remembers better times and is pissed at the way society is treating poor people. Look at his right hand giving the peace sign, the symbol of the hippie era, while his left hand is making an ironic comment about the present. He's still a hippie; he figures he's better off being a hippie. He still holds on to a lot of hippie idealism. He calls men "brother" and woman "sister". He distrusts the police and he probably doesn't have a permanent address. He's obviously dangerous; we'd better put him away.
