The Family
on State Street is a resource. If Madison manages to drive them underground with
petty police harassment and anti-loitering laws, the people are still going to
be there, but not as a village. Small communities are self regulating. In a village,
internal rules and unwritten codes of conduct can keep it a pretty decent place
to live. Destroy this village and I think this city will have a much more serious
problem. Underworld communities tend to become places of vicious exploitation
where the strong prey on the weak. If we leave these folks visible we will be
much better off. We might even encourage them with a little bit of support. Like
public shelters and bathrooms.
